What the Census measures

  • Training rights

    Whether a vendor's terms permit training on customer data, permit it with an opt-out, prohibit it, or say nothing at all.

  • Change-notice windows

    How much advance notice a vendor commits to before changing the terms that govern your data, how many state no window, and how many make no proactive-notice commitment at all.

  • AI subprocessor churn

    How many vendor–AI-subprocessor pairs newly appear on the subprocessor lists your contracts flow down to.

Methodology

Every figure reflects what vendors commit to in their own published terms of service, privacy policies, DPAs, subprocessor lists and AI disclosures — not survey answers or self-attestation.

A vendor counts as permitting or prohibiting training, or as stating a change-notice window, only where its own wording clearly says so. Unclear cases are left out, not guessed.

"Silent" means no statement on training was found in the documents assessed. Silent vendors count toward the denominator; ambiguous ones do not.
